Launching the Lambeth Charter for Change at Parliament: A Shared Promise for Young People

On the 10th of November, The Ecosystem Coldharbour Consortium joined partners, parents, young people and local leaders at the Palace of Westminster for the Parliamentary launch of the Lambeth Charter for Change.

We were proud to stand alongside organisations committed to strengthening community support including ML Community Enterprise, CHIPS (Christian International Peace Service), Ebony Horse Club, Juvenis, and London’s Violence Reduction Unit.

Together, we brought a new vision for Lambeth directly into Parliament.

A Charter Shaped by Community

The Charter represents a shift: away from fragmented approaches and towards a unified framework rooted in early intervention, trauma-responsive practice, community voice, accountability and meaningful partnership. It’s a shared commitment to redesigning systems so they work with and for young people, families and communities

The Charter brings together the voices, experiences and priorities of the people who know Lambeth best and sets out the commitments we’re making side by side to create a safer, more connected borough for young people.

What the Charter Calls For

The Charter sets out a community-led commitment to long-term, meaningful change. It calls for:

  • Prevention as protection – investing early, not only after crisis

  • Long-term support, so young people aren’t left navigating constant instability

  • Joined-up services across Lambeth, closing the gaps young people often fall through

  • Trauma-responsive approaches embedded in every sector

  • Community-led, place-based solutions shaped by lived experience

  • Real accountability across policing, schools, health, youth work and local government

  • Youth, parent and community voice at the centre of every decision

  • A connected workforce of care supporting young people throughout the borough

A new way forward for Lambeth.

The Lambeth Charter for Change commits us to work differently — putting young people and communities at the heart of public health, safety, and opportunity.
Together we build safer, healthier, more supported communities.

A Powerful Moment in Parliament

A special thank you to host Helen Hayes MP who welcomed partners, parents, frontline workers and young people to parliament. Our sincere congratulations to the driving forces, the Ecosystem team, led by Mark Foster, alongside Emma Bond - South Central BCU Commander, and Ian Davies for their presence and commitment, and to Sharon White for developing the HOPE Roundtable report that underpins this work.

A Collective Commitment to Lambeth’s Young People

Real change takes trust, partnership and a shared belief that every young person deserves safety, support and opportunity. The Lambeth Charter for Change is our collective promise: a commitment to building a borough where young people are supported not only in times of crisis, but throughout their lives.
